- Preheat oven to 350°F (175°C) and grease two cake pans.
- Mix flour, sugar, cocoa powder, baking powder, baking soda, and salt.
- Add eggs, milk, oil, and vanilla extract, then mix well.
- Stir in boiling water, then pour batter into pans.
- Bake for 30-35 minutes, then cool completely.
- Layer cakes with chocolate frosting and whipped cream.
- Pour chocolate ganache over the top and let it drip.
- Decorate with chocolate chips and candies.
- Chill for 1 hour before serving.

For an extra indulgent version, try using dark chocolate ganache and double the frosting between the layers.
